Remark: An (unconfirmed) reason for this to have happened is that printer BWC was confident in getting the contract to print lower denomination Malaya notes, too. This order, however, was awarded to Waterlow & Sons, and BWC only had the contract to produce the very large denominations($50 and above).
As they did not want any waste, they printed Malta notes on the paper originally reserved for the smaller Malayan denominations.
Shortages of paper due to war was certainly another reason.
